Advisers are regulated by their licensee and when qualified undertake continuing professional development and this should be the measure for competency as we are required to study in various aspects of advice. Perhaps the curriculum for continuing education could include areas to be covered by ASIC rather than wasting unnecessary time examining everyone.
We have enough exams each year without adding more.
