Treasurer Scott Morrison, in his third Commonwealth Budget reports that government receipts rising 8.6% during 2017-18, compared to expenditure rising 4.7%, leaves Australia with an annual deficit of $18.2 billion and on its way to a modest $2.2 billion surplus by 2019-20.
