<p><p>"Bowen laid down a challenge to the Coalition yesterday to support its new proposal for a five year amnesty on any government making significant changes to the system with an extra proposal that future changes would only be implemented every five years an after extensive consultation with the industry."</p>
<p>Then that should be one less Minister if Labour wins office.</p>
<p>No need to have a minister in charge of "no changes". Although they'll somehow work out a way to put someone in the chair for no reason.
